Please follow below instruction to modify system settings on your Chromebook.
1. Enter ‘about:flags’ to the address bar
2. Search ‘touch’
3. Enable ‘Touch Events API’
4. Enable ‘Touch initiated drag and drop’
5. Relaunch the Chrome OS
